Condition of those provinces (i.e. Sonora), in which Bucareli mentions various problems such as business practices of unscrupulous comerciantes espanoles, negros y pardos; depopulation of placer mines, land tenure and grazing rights problems, etc., discusses how indian population is adversely affected by abovementioned issues; orders sastre, Corbalan, to do everything in their power to correct these abuses.
